Publication Scheme

If you would like to make a Freedom of Information (FOI) request, please contact the University either by email to publicationscheme@wales.ac.uk or by submitting an online request by clicking here. Alternately you can make a request in writing to: The Compliance and Secretariat Manager, University of Wales, King Edward VII Avenue, Cathays Park, Cardiff, CF10 3NS.

Introduction

The FOIA 2000 aims to promote greater openness and accountability across the public sector. It gives a general right of access to information held by public authorities (including universities), sets out exemptions from that right and places a number of obligations on public authorities.

What is a Publication Scheme?

Under Section 19 of FOIA, the University is required to maintain a Publication Scheme; a document that outlines the information that the University routinely publishes, currently makes available, or intends to do so in the future. It is not a list of actual documents, but a guide to the different ‘classes’ or types of information the University is committed to proactively make available.

The publication scheme is intended to assist the public in finding information held by the University and to reduce the need to make a formal FOI request for information.

How the scheme is organised

The University has adopted the Information Commissioner’s Definition document for universities and other higher education institutions, issued in January 2013, which is organised into seven classes of information:

  1. Who we are and what we do
  2. What we spend and how we spend it
  3. What our priorities are and how we are doing
  4. How we make decisions
  5. Our policies and procedures
  6. Lists and Registers
  7. The services we offer

More details about each class are available in the Information Commissioner’s Definition Document for the Model Publication Scheme for universities.

The University of Wales is in the latter stages of a process that in 2017/18 will see the University merge with the University of Wales Trinity Saint David (UWTSD). This will create a transformed university that will have a strong student base across several campuses, and will offer a range of services and facilities on a local, regional, national and international basis.

In the pre-merger period, the University of Wales has been (and continues) to review and align its key policies and procedures with UWTSD to ensure a smooth transition to create the transformed university.  For information about any policy not directly accessible from this Publication Scheme please contact publicationscheme@wales.ac.uk.

Information excluded from the scheme

Information available in the classes will not normally include:

  • information that is deemed to be exempt under one of the FOI Exemptions or Environmental Information Regulations (EIRs) exemptions, or its release is prohibited under another statute;
  • information which is archived, out of date or otherwise inaccessible; or
  • information which would be impractical or resource-intensive to prepare for routine release.

Alternative formats

Should you require information in an alternative format or language, please contact compliance@wales.ac.uk

Charging

Much of the information is available free of charge on our website. In cases where it is impractical for us to make information available via the web, or the information is available in hard copy format only the University reserves the right to levy charges to cover photocopying, postage and packaging. Such cases will be subject to a minimum charge of £5.00. If the request exceeds 50 A4 pages an additional charge of 10p per sheet will be made. Standard 1st class postage will be applied at Royal Mail rates.

Other information

Please be aware that the majority of documents included in this publication scheme have been created primarily for internal purposes. This may occasionally create minor problems of intelligibility for external readers. Please send any requests for clarification or for guidance to publicationscheme@wales.ac.uk

If you cannot find the information you are looking for via the publication scheme, you may wish to try the web search facility, available in the top right of the home page.

Information held by the University which is not published under this scheme can be requested in writing. Such requests will then be considered in accordance with the provisions of the FOIA, Environmental Information Regulations and the Data Protection Act. Please e-mail publicationscheme@wales.ac.uk or see the FOI pages for further details.

Copyright

Almost all publications listed in this scheme are copyright of the University of Wales; reproduction of material supplied through the publication scheme or in response to a request for information without the express permission of the University (or copyright holder) may be an infringement of copyright.
